One of the most common documentation errors we see from first-time coconut sugar importers isn't in the shipment itself — it's in the customs declaration. Coconut sugar gets misclassified under cane/beet sugar headings often enough that it's worth spelling out the correct code and why it matters before your broker files the entry.

The correct HS code

Coconut sugar (and palm sugar generally) is classified under HS 1702.90 — "other sugars, including invert sugar and sugar syrups" — not under 1701 (cane or beet sugar) or 1212 (sugar beet and sugar cane). The distinction matters because 1701 carries different, and often higher, duty and quota treatment in several major markets, particularly the US and EU where cane/beet sugar imports are subject to tariff-rate quota systems that don't apply to 1702.90.

We've had buyers arrive with a customs entry already filed under the wrong heading, done by a broker unfamiliar with coconut sugar specifically, who defaulted to the closest-sounding sugar code. It's a fixable error, but fixing it after entry is far more expensive than avoiding it in the first place — confirm the code with your broker before the shipment leaves port, not after it arrives.

Duty treatment varies by destination — confirm your own market

  • EU — generally low or zero duty under 1702.90 for most origin/preference combinations, but Indonesia's GSP status should be verified per current EU tariff schedule, as preference programs are periodically revised
  • USA — 1702.90 duty rates differ from the quota-restricted 1701 sugar categories; confirm current MFN rate with your customs broker, as this has moved in recent trade policy cycles
  • Gulf/Middle East (UAE, Saudi Arabia) — generally low common external tariff under GCC customs union rules, but always confirm against the current published schedule rather than a prior shipment's rate
  • We supply the correct HS code and a certificate of origin with every shipment, but the applicable duty rate is a market-specific, time-sensitive figure that your own customs broker needs to confirm at time of entry — we don't quote landed-cost duty figures because they change independently of anything we control

What to send your customs broker

  • HS code 1702.90, confirmed on our commercial invoice and packing list
  • Certificate of Origin (Form issued per destination trade agreement, where applicable)
  • Product description matching customs language — "coconut palm sugar, unrefined" rather than generic "sugar", to avoid a customs officer defaulting to a cane sugar assumption
